Plastic bags are produced from non-renewable resources and are very difficult to recycle. Plastic bags are not biodegradable, so they remain as litter in the environment. Since the community identified building a “healthy & thriving environment” as a top priority during the Imagine Winter Park initiative, this fee will help mitigate the problems caused by plastic bags and create a more sustainable community.
As of July 1, 2019, all retail and grocery stores in the Town of Winter Park will be required to charge $0.20 for every plastic bag used at checkout. The stores will retain 40% of the fees collected and the remaining 60% is sent to the Town of Winter Park to address the impacts of disposable bags in our community.
You can avoid paying the fee by bringing your own bag with you to the store.

Yes! Our neighbors in Fraser implemented a similar fee in April 2019. Other cities including Boulder, Aspen, Telluride and Basalt also have ordinances in place to reduce the use of disposable bags.
Yes, this fee is only charged when a store provides a new plastic bag to a customer at checkout. Customers are welcome to reuse any bags they already have.
Citations written in to the Fraser Winter Park Municipal Court payments can be done on line at co-winterpark.civicplus.com/301 or mailed to the Fraser Winter Park Municipal Court, PO Box 211, Winter Park, CO 80482. You can call the Fraser Winter Park Municipal Court at 970-722-7779 and pay with a valid credit card by phone.
A payment by mail must be postmarked no later than 20 days from the date the citation was issued to receive the automatic point reduction by two (2) points, 2 point violations will be reduced by one (1) point. If not paid, or mailed within the 20 days the citation becomes a summons, requiring you to appear in court at the date, time and place shown on your citation.
If you receive a parking ticket within the town of Winter Park, you have 20 days after the day the ticket was issued to pay the total due of $37.50. However, if you pay after the 20 days the fines increase to $92.50 total due.
